Job Description:
The primary purpose of this position is to provide technical skills in project design, inspection and construction of county projects. Insure work is in compliance with specifications. May perform duties of instrument person in the field, and office work including drafting.

Essential Duties and Responsibilities
The following duties are normal for this position. These job duties are not to be construed as exclusive,or a specific list, and other duties may be required and assigned by the Supervisor or County Engineer:
• Operates GPS equipment, level, and other surveying instruments in performing location, topographic and related engineering and land survey work.
• Performs basic road inspection of construction projects to insure quality of work and conformance to plans and specifications.
• Serves as project inspector on all types of county construction projects
• Maintain material and performance records of construction projects
• Performs a variety of drafting and work involving plans, quantities and related engineering calculations
• Develops plans for construction projects
• Examines quality of finished projects for conformity to standards
• Inspects work of contractors on construction projects to verify compliance with plans and specifications, including traffic control for the safety of the contractor and the traveling public
• Prepares and/or provides input to the engineer or others for the preparation of reports related to department operations as required by local, state, and federal regulations
• Assists with surveys needed for design and construction of various types of highway projects
• Performs other related duties as directed.

Qualifications and Prerequisites:
• Possess knowledge of basic principles of civil engineering as applied to road and bridge projects.
• Possess knowledge of construction specifications that relate to highway engineering in the State of Iowa.
• Ability to plan, organize, assign, supervise, and inspect work of subordinates.
• Two years' experience in materials testing work or equivalent combination of training and experience.
• Completion of courses concerning material testing sponsored by the IDOT Materials Department related to grading, bridges, culvert, or paving inspection,or ability to obtain certificates.
• Ability to perform basic drafting and simple engineering designs.
• Must possess accurate and neat work habits.
• Ability to comprehend and implement technical, written and oral instructions
• Skill in the use and care of land survey and drafting equipment
• Ability to make mathematical computations rapidly and accurately
• Ability to establish and maintain an effective working relationship with contractors, fellow employees, and the public
Required Skills:
Minimum Training and Experience Required to Perform Essential Job Functions
• Associate degree in Civil Engineering Technology, or related; or equivalent of (4) four years' of experience in engineering surveying, construction inspection, materials testing: or equivalent combination of education and experience which provides the required knowledge and abilities. Progressively responsible experience in materials testing in one or more of the following fields 1) bridges and structures 2) grading and earthwork 3) paving (asphaltic or portland cement)
• Possess a valid Iowa Driver's License and able to show proof of insurance.

• Ability to exercise judgment, decisiveness and creativity in situations involving a variety of pre-defined duties subject to frequent change.
• Must also have the ability to remain calm and professional in stressful situations, and the ability to work independently and to exercise good judgment in making decisions.

Physical Requirements
• Ability to coordinate eyes, hands, feet and limbs in performing skilled movements required by the requirements of this classification.
• Ability to exert moderate physical activity, climb stairs, and able to lift and carry materials weighing 50-85 lbs for a continuous period of time, carry 50 lbs. upstairs and stand for long periods of time. Exposure to injury is possible.
• Vision abilities required by this job include close vision, color vision and the ability to adjust and focus.

Environmental Conditions
• Ability to work long hours in uncomfortable conditions inside and outside where exposure to injury is possible, including moderately noisy conditions and exposure to vibration, dirt, dusts, odor, and fumes.
